Health Policy & Practice Program


The Health Policy and Practice Program at Arbor Research provides technical and scientific expertise to improve the delivery of health care and payment policies. Our careful, impartial analysis helps inform decisions that guide policy development and implementation. Funding sources include both grants and contracts from sources such as the Centers for Medicare & Medicaid Services (CMS) and the National Institutes of Health (NIH). In particular, CMS has awarded two contracting vehicles to Arbor Research: Research, Measurement, Assessment, Design, and Analysis (RMADA) and Measure & Instrument Development and Support (MIDS). This places us among a select group of organizations eligible to bid on CMS projects in rapidly growing areas of research that have potentially important implications for public policy and the quality and efficiency of health care in the United States.

Program Evaluation

Our carefully designed evaluations encompass the entire spectrum of clinical, financial, and patient-centered outcomes and are key to demonstrating the effectiveness of innovative health care delivery and payment reform models. We have conducted extensive mixed methods research, including robust evaluations of CMS demonstration projects and analysis on the impact of physician practice patterns and payment system changes.

Quality Measurement

The development of quality and performance measures provides an important pathway for increasing quality of care, improving health, and reducing cost. This can be achieved through the implementation of measures that support provider quality improvement activities, inform patient choice of providers through public reporting, and establish financial incentives for higher levels of performance.

Payment Models

Alternative payment models can encourage efficiency and access to high-quality care, but they need careful development to avoid unintended consequences. Health care payers are rapidly moving away from fee-for-service reimbursement toward new models including bundled payments, capitated payments, shared savings programs, and value-based purchasing.

Kidney Disease Policy

With a combination of health policy expertise and clinical nephrology expertise, Arbor Research has long been a leading organization in chronic kidney disease (CKD) and end-stage renal disease (ESRD) policy research. Our investigators hold a variety of grants and contracts related to kidney disease policy, and our staff is well positioned to provide recommendations for policy and program improvement.
